Hopi’s launch conference will have a unique feature - it will actually be a conference, not a rally.

Time for genuine debate from the floor will be maximised and contributions from the platform kept to a minimum. Our debate on the draft founding statement of the campaign will be structured by three background papers, briefly introduced by their authors, which will be available very soon on the Hopi website. These sessions will be focusing on ‘Imperialism and the threat of war’, ‘The working class movement and progressive change’, and ‘Solidarity movements and fighting on two fronts’.

This will allow comrades to examine in detail the theoretical reasoning behind the slogans and pithy formulations in our founding statement. Members of Hopi and supporting organisations are entitled to submit amendments and/or alternatives to the statement. After a full discussion, the conference will be able to vote on all amendments, related motions and the founding statement as a whole.

The same transparent, democratic process will inform the rest of the day’s discussions - on our constitution, our campaigning priorities and the composition of our leading committee. Check out our website, which will contain all relevant documents. Reserve your place now by emailing us.

Deadline for motions is Monday December 3. Deadline for amendments is Thursday December 6. Nominations for the executive can be made at the conference, but we would prefer it if you could send them to us in advance. Stalls are available for £20.

Amendments to Hopi Founding Statement

1. Submitted by Permanent Revolution

1.1 Delete Paras 5 and 6 starting “Paradoxically, the US/UK invasion ..’ down to “.. occupation government in iraq”.

Replace by:

“The task of the anti war movement in Britain and HOPI is threefold. One to fight against any imperialist attack on Iran and support the Iranian peoples right to defend themselves by any means necessary. Secondly not to flinch from publicising the reactionary nature of the Tehran regime and its attacks on the workers and democratic movement. Thirdly  to build links with all progressive forces fighting the regime – workers, women, trade unionists, socialists.”

1.2 In ‘campaign demands’, bullet point 3. Iinsert after “US/UK troops from ..” “Iraq and all” so that demand reads:

•   The immediate and unconditional withdrawal of US/UK troops from IRAQ and all the Gulf region!

1.3 Delete last bullet point “For a nuclear free middle east in a nuclear free world”

 

2. Submitted by Hopi Manchester

2.1 Add the following bullet point to HOPI demands:

- Immediate and unconditional end to sanctions on Iran

- Add to the demand 'Opposition to Israeli expansionism and aggression!':
"and support the heroic Palestinian struggle for self-determination and the right to return"


2.2 Addition to founding statement:

The main enemy is imperialism. The Iranian regime is not an anti-imperialist force.


Motions

Motion 1: Relations with the Stop the War Coalition
submitted by Communist Party of Great Britain

1. Conference notes that:

1.1 The justifications advanced by the officers of the StWC for the rejection of Hopi’s affiliation were transparently untrue and contradictory.

1.2 The decision has proved very controversial in the ranks of the coalition and many activists have defied their leadership to support Hopi.

2. Conference believes that:

2.1 The exclusion is deeply regrettable. It sends out the message that an anti-war campaign which is also critical of the theocratic regime has no place in the coalition.

2.2 That the StWC has brought discredit on the movement with this disgraceful exclusion.

3. Conference resolves to:

3.1 Urge affiliates of StWC to raise this issue and to support any moves to overturn the decision.

3.2 Encourage individual members of supporters of Hopi to become/remain members of StWC, to support its activities and to raise the exclusion in appropriate coalition forums.


Motion 2: Hopi priorities 2008
From Communist Party of Great Britain

In 2008, Hands Off the People of Iran will prioritise:

1. Building a national network of autonomous, self-activated Hopi branches that can respond quickly to international political developments.

2. Increasing its profile and practical work in the trade union and wider working class movement with the aim of forging practical links of solidarity and support between activists in Britain and Iran. In particular, we will encourage people to support the work of the registered charity Workers Fund (Iran).

3. Fighting to win a commitment from unions in this country - at a local and national level - to greet any attack on Iran with protest strikes and walkouts.

4. Campaigning against the imposition of sanctions on Iran as an act of ‘soft war’.

Motion 3: The Iranian Student Movement
submitted by Communist Students

1. Conference notes that:

1.1 The student movement in Iran has mobilised huge support around radical slogans such as "No to war! Death to the Dictator!" "Hands Off The People Of Iran" "Socialism or Barbarism" and "Freedom and Equality."

1.2 The radicalism and militancy of the student movement has in no way been dampened by the regime's threats, intimidation and arrests of student activists.

1.3 Although 45 leading activists were arrested in the run-up to the recent Student's Day Demonstrations at Tehran University, around 700 protesters defiantly marched against war and repression in Iran

1.4 HOPI student supporters, particularly those in and around Communist Students, are in close contact with radical students in Iran.

2. Conference believes that:

2.1 HOPI supporters should look to campaign for the immediate release of the imprisoned students and help to build active solidarity with the Iranian students' struggles.

3. Conference resolves to:

3.1 Organise a HOPI speaking tour across British universities to build the HOPI campaign and to raise awareness of this and other radical anti-war movements in Iran
3.2 Hold regular fund-raising activities for students in Iran

3.3 Where possible, look to co-ordinate action and protests with Iranian students – especially on International Women's Day and Student's Day (December 4)


Motion 4: Support Iranian workers
Submitted by Workers Left Unity Iran

Conference notes that in the last few months, thousand of Iranian workers have been involved in protests, strikes and demonstrations against the neo-liberal economic policies of Iran’s Islamic Republic regime. Many workers and activists are currently in prison, others face trial and persecution.

Conference therefore instructs the elected steering committee to do its utmost to:

1. Expose the devastation caused by the neo liberal economic policies of the Iranian regime including privatisations, imposition of ' white contracts', mass unemployment, systematic non payment of wages etc.

2. Build active support for the model HOPI trade union resolution, which opposes imperialist war while emphasising the need for active rank and file solidarity with Iranian workers.

3. Support the efforts of Workers Fund Iran to provide financial support for Iranian workers.

4. Demand the immediate and unconditional release of workers arrested for their trade union or political activities, including Mahmoud Salehi, Mansour Ossanlou, Ebrahim Madadi and Mohsen Hakimi.


Draft constitution

1. Aims

1:1 Hands Off the People of Iran (Hopi) is a solidarity campaign within the international anti-war movement. It fights against the threat of military attacks, economic sanctions or any other imperialist intervention in Iran. Hopi is in active, practical solidarity with the grass-roots progressive and democratic forces in Iran that are struggling against the Islamic regime - the militant women’s, workers and students movements.

2. Affiliates and members

2:1 Hopi invites all organisations who accept our aims to join us in this fight and affiliate to the campaign:

  • local organisation £25
  • small national/regional organisation £50
  • large national/regional organisation £100

2:2 Hopi also encourages individuals to become members of the campaign:

  • £10 waged, £5 unwaged

3. Conferences and meetings

3:1 The steering committee must call an annual HOPI conference with a minimum of one month’s notice; emergency conferences require one week’s notice. Alternatively a conference can be called at the request of a minimum of 25% of the membership.

3:2 All properly convened HOPI conferences can decide by a simple majority to:

  • amend the ‘founding statement’
  • adopt new policies or motions
  • support other campaigns
  • elect or recall the steering committee as a whole
  • elect individual members onto the steering committee or recall individuals from it

3:3 All individual Hopi members and affiliated organisations have one vote at all Hopi conferences and membership meetings.

4. Steering committee

4:1 The Hopi founding conference shall directly elect a recallable steering committee.

4:2 All affiliated organisations have the right to send a representative with full speaking rights to steering committee meetings.

4:3 The steering committee has the right to co-opt individuals and representatives of affiliates as full voting members. These voting additions to the steering committee must be subsequently ratified by the Hopi conference.

4:4 This committee (made of up the directly elected persons, voting and non-voting affiliates) shall decide amongst itself how to divide up the work of the campaign, though as a minimum the following posts should be considered: secretary, chair, press officer, treasurer.

4:5 Meetings of the steering committee shall be advertised in advance, are open to observers and its minutes shall be circulated to all affiliates and supporters, as well as published on the website. The committee should aim to meet every six weeks as a minimum.

4:6 Subject to security considerations, Hopi will publish its annual accounts and make these publicly available via its website.

4:7 Amongst the responsibilities of the SC are: steering HOPI, taking political decisions on behalf of HOPI in consultation with the members whenever possible, devising a timed workplan for HOPI’s campaigns and activities, broadening the support base of HOPI, organising gatherings, rallies, demonstrations, seminars and conferences, preparing leaflets and other publicity material for the Campaign, planning and organising the AGMs, organisation and collection of affiliation fees and financial supports.
